Consulting for the European Commission and Council of Europe on judicial protection of human rights on the Internet in Ukraine (2014/2015), Moldova (2016), Serbia (2019), and Romania (2020).
At the University of Lodz (UŁ), Joanna Kulesza teaches English-language seminars for advanced students, focusing on Cyberspace and International Law and Entertainment Law. She also instructs students in journalism and computer science, integrating topics into the Cyber-European Cyber Education, Training, Exercise and Evaluation (ETEE) Platform. Kulesza runs workshops on cybersecurity and data protection as part of the 'Digital Competencies for Managers' module within UŁ's Mini MBA and Global Mini MBA programs. Additionally, she lectures on Digital Communication and Social Media for Management in UŁ's new English-language undergraduate program.
Kulesza is also a Professor at Vilnius University, Visiting Professor at the University of Oslo, and St. Thomas University in Florida.
Joanna Kulesza is an Assistant Professor of Public International Law at the University of Łódź and Professor at Vilnius University. Her scholarship focuses on the structure of international responsibility, the operation of due diligence obligations, and the role of institutions in the contemporary international legal order. She is the author of the seminal Brill monograph Due Diligence in International Law (2016), recognised for its doctrinal contribution to the law of due diligence and its influence on debates concerning State obligations in emerging domains.
She served on the Scientific Committee of the European Union Agency for Fundamental Rights (2018–2023) and has undertaken postdoctoral research at the University of Cambridge and at the Ludwig Maximilian University of Munich. She has delivered invited lectures at leading institutions, including Stanford University, the University of Oxford, the Hebrew University of Jerusalem, and the University of Münster.
Kulesza has participated in several expert processes concerning the evolution of public international law, including work related to international protections in cyberspace and contributions to United Nations deliberations on emerging international legal frameworks. She acts regularly as a reviewer for leading peer-reviewed journals and engages in scholarly and policy debates on responsibility, dispute settlement, and the general development of the international legal system.
Kulesza’s research focuses on the application of public international law to contemporary technological environments, with particular emphasis on State responsibility, due diligence, and the legal governance of cyberspace. Her work addresses cyber operations, sanctions, countermeasures, media and human rights law online, platform regulation, data protection, and the implications of algorithmic and autonomous systems. She also examines the international regulation of telecommunications infrastructure, including low-Earth-orbit satellite systems. Professor Kulesza is actively engaged in initiatives promoting human rights and equality, mentors early-career scholars, and supports inclusive academic development within international and European legal communities.
