New Publication: Europe’s Regulatory Sovereignty in the Age of Artificial Intelligence

A new article by Joanna Kulesza has been published in Sprawy Międzynarodowe (International Affairs), Vol. 78, No. 4 (2025), a journal of the Polish Academy of Sciences.

Titled Europe’s Regulatory Sovereignty in the Age of Artificial Intelligence: A Human-Centric Response to the US–China Technological Rivalry,” the article examines the European Union’s role as a normative and regulatory actor in global artificial intelligence governance. It focuses in particular on the EU Artificial Intelligence Act as a legal and strategic instrument for strengthening Europe’s regulatory sovereignty and international influence.

The analysis situates EU AI regulation within broader discussions on international law as a source of leverage in global technology competition. It argues that, despite the absence of technological scale comparable to that of the United States or China, Europe can exercise meaningful influence through law, institutions, and standard-setting practices grounded in human rights, ethics, and democratic values.

The article contributes to ongoing debates on international technology law, global governance, and the strategic use of regulation as a form of power in the international system, closely aligning with the Łódź Cyber Hub’s focus on law, policy, and digital transformation.
