Issues related to the defence system are discussed, including conscription, the structure of the reserve and the scale of possible mobilisation. Civil defence is also an important topic, with particular emphasis on the extensive infrastructure of shelters in Helsinki. The discussion also revolves around universalist social policy, manifested in programmes such as the "baby box" and the pursuit of equal access to education.
