prof. Anna Fornalczyk

economist, academic, former president of the Antitrust Authority

 

She is a graduate of the Faculty of Economics and Sociology of the University of Lodz (1968) and one of the co-founders of the consulting firm COMPER Fornalczyk i Wspólnicy Sp.j., specialising in competition protection (anti-competitive practices, mergers, and acquisitions) and state aid to entrepreneurs.

Academic employee at the University of Lodz (1968-2002), WSB in Nowy Sacz (2003-2008) and Lodz University of Technology (2008-2013). She taught at the Central European University in Budapest.

Her research interests primarily centre around applied microeconomics, with a specific focus on the economics of competition law in relation to restructuring, privatisation, demonopolisation, and state aid in both Poland and the European Union.

From 1990 to 1995, she was the president of the Antitrust Authority. From 1998 to 2000, she was the head of the Political Cabinet for the Minister of Finance, Leszek Balcerowicz. In 1991, she was actively involved in the association negotiations between Poland and the European Economic Community, and subsequently played a key role in the process of  Polish competition and state aid law with the standards of the European Community. She has also held various positions in departmental expert groups, including being part of the Team of Advisors to the Minister of Finance in 2003.

From 2005 to 2014, she served as president of the Supervisory Board of ING Bank Śląski. Since 2004, she has been a member of the Supervisory Board of the "Dr. Irena Eris" Cosmetic Laboratory, and since 2001, she has served on the Management Board of the Polish-American Freedom Foundation.

She holds positions of a member of the Management Board of the Polish-American Freedom Foundation and the Management Committee of the Brussels-based European Policy Centre.
She also serves as a consultant to the Centre for Antitrust and Regulatory Studies at the University of Warsaw's Faculty of Management and is an author of numerous publications, including articles on competition policy and law, as well as a book titled Biznes a ochrona konkurencji (Business and Antitrust), first published in 2007 (with a second edition in 2012).
