Graduate of the Faculty of Law and Administration and the Faculty of Philosophy and History of the University of Lodz.
In 1991, he started working at the delegation department of the Ministry of Privatisation in Łódź. He later served as Director of the Strategy Department of the Łódź City Hall. From 1999 to 2003, he was a Vice President of the Management Board and a Director of the Corporate Insurance Department of a brokerage group. In 2003, he became a director of the department of promotion and foreign cooperation at the Marshal's Office in Łódź. Afterwards, he held managerial positions in commercial law companies. In November 2007, he was appointed as the Head of the Political Cabinet of the Minister of Infrastructure, Cezary Grabarczyk, and then was appointed by the Prime Minister as the Undersecretary of State. In November 2011, he took up the same position in the newly established Ministry of Transport, Construction and Maritime Economy. From March 2012, he served as a Deputy Mayor of the City of Łódź. From 2009 to 2016, he was a member of the Supervisory Board of Bank Gospodarstwa Krajowego. In July 2016, he was appointed as an Advisor to the Mayor of Łódź.
