I conduct academic, research, and advisory activities focused on regional and local development policy, the circular economy, and innovation-driven public governance. My research explores the effectiveness of public policy implementation at the local level, the strategic role of municipalities in economic transformation, and the application of modern technologies—including blockchain—for transparent, accountable, and resilient public management. After more than 20 years of professional experience in public administration and international project management—including leading a regional investment program exceeding PLN 1 billion and coordinating EU-funded projects worth over PLN 120 million—I completed a doctoral monograph analyzing the influence of local governments on shaping European circular economy policy. I co-create and implement research and implementation projects focused on supporting the digital and ecological transformation of local community stakeholders, working with various entities. I also teach classes in the areas of public management, European funds, and multi-level management.
Actively engaged in partnerships with public institutions, international organizations, and private-sector stakeholders, I support the development of regional innovation ecosystems, cluster strategies, and smart specialization frameworks across Europe.
