The event was attended by the Starosta of Tomaszów County, Dariusz Kowalczyk, as well as numerous representatives of the central and local government, security experts and the academic community.
The conference was organised by the University of Lodz Branch in cooperation with the Social Understanding Foundation.
The conference brought together a wide range of participants, from specialists and practitioners to academics and high school students. The presence of representatives of key public institutions and social partners highlighted the event's significance for the national civil security system.
The invited guests included:
- Marcin Grabowski – Director General of the Ministry of Infrastructure,Piotr Wojtysiak – Deputy Marshal of the Lodz Voivodeship,
- Marek Mazur – Deputy Voivode of Lodz,
- Dr Piotr Seliger, Associate Professor at the University of Lodz – Dean of the Tomaszów Mazowiecki Branch of the University of Lodz,
- Łukasz Borkowski – Foundation for Social Understanding,
- Michał Sobczak – Vice President of the Lodz Special Economic Zone.
The conference was held under the patronage of the Minister of Infrastructure, the Ministry of National Defence, the Marshal's Office of the Lodz Voivodeship and the Starosta of Tomaszów County.
The programme included three panel discussions devoted to the most important challenges facing contemporary civilian security, including:
- leveraging the potential of non-governmental organisations and new technologies in building resilience,
- communication exclusion as a risk factor for social and infrastructure security,
- the construction and availability of shelters in the context of crisis preparedness.
Discussions led by experts from government institutions, academia and the private sector allowed for the presentation of current issues and the development of recommendations for strengthening civilian security in Poland.
