Five Months at the Heart of German Democracy. Call for the IPS 2027 Programme

Sometimes, the most valuable lessons about politics come not from textbooks, but from being where decisions are actually made. The German Bundestag invites graduates of higher education institutions to apply for the International Parliamentary Scholarship (IPS) 2027 – a programme that offers a unique opportunity to observe how a parliament works from the inside over several months.

What does everyday parliamentary work look like? What happens between chamber debates and the decisions that affect the lives of millions of people? And how does democracy function in practice?

These questions are addressed by the International Parliamentary Scholarship (IPS) – a programme organised by the German Bundestag and held under the patronage of the President of the Bundestag.

From 1 March to 31 July 2027, participants of the programme will have the opportunity to spend several months in Berlin, gaining insight into the German parliamentary system not only from a theoretical perspective, but above all through direct experience and participation in the life of the institution.

The programme is addressed to young graduates of higher education institutions interested in politics and public affairs – individuals who wish to better understand social processes, gain international experience and actively engage in public life in the future.

It is an offer for those who want to see what politics looks like beyond the headlines and understand how ideas are translated into the day-to-day work of institutions.
