As of 1 July 2026, the University of Lodz is required to submit information on selected contracts to the Central Register of Contracts of Public Finance Sector Entities (CRU).

 

Which contracts must be registered?

The register includes paid contracts concerning the acquisition of construction works, supplies, or services concluded by the university. It does not matter whether the contract was concluded:

  • in a written form
  • in an electronic form,
  • in a documentary form,
  • or in another specific form.
     

The documentary form also includes situations where a contract is concluded without signing a traditional document, for example through an accepted order sent by email, provided that it meets the requirements arising from the applicable regulations.

Which contracts should not be reported?

The register does not include, among others:

  • donations,
  • volunteer agreements,
  • cooperation agreements that do not involve any financial consequences,
  • agreements concerning the processing of personal data,
  • other cases excluded by law.

Important

Contracts concluded before 1 July 2026 are not be submitted to the CRU, even if amendments to those contracts are signed after that date.

The obligation applies exclusively to contracts concluded on or after 1 July 2026.

Check who in your unit is responsible for receiving information about purchases. Below you will find a list of designated contact persons in individual units of the University of Lodz.

 

Faculties and other units may establish their own procedures for submitting information on concluded contracts. If you have any doubts, please contact the appropriate person from the list below.

Contracts must be registered regardless of their value, including contracts worth as little as PLN 0.01.

A purchase made through a shopping or auction platform is treated as a contract concluded in documentary form and must be registered in the CRU.

The document confirming the conclusion of the contract may be an automatic transaction confirmation generated by the platform. If such confirmation is not available, all information relating to the contract should be included in the comments section, in particular: the date of conclusion of the contract, the parties to the contract, the net amount.
It is also recommended to attach the invoice confirming the purchase.

Yes, they should/

If an order for goods or services has been placed or accepted by email, it constitutes a contract concluded in documentary form.

Such contracts must be entered into the CRU.

The contract must be reported by the unit that bears the cost resulting from that contract, that is, the unit spending the funds.

As a rule, no.

If a purchase is made directly at a point of sale or in a shop and was not preceded by an order placed beforehand (for example via the internet or by email), it is treated as an oral contract.

Oral contracts are not subject to mandatory registration in the CRU.
